Your population is limited by the number of burgage plots you have, which is the first and most evident limitation. In the beginning, there are a few people who are homeless, but new families are not very interested in joining a town if they will not have a place to sleep. You have the option of constructing extra plots or upgrading existing burgages in order to make them suitable for a greater number of residents. Additionally, families are permitted to reside in other buildings, such as churches and the Manor, among other structures.
In spite of this, if your approval rating is too low, no one will move into your brand-new houses, even if you have a whole neighborhood full of new homes ready for people to come in.
On the bar that is located at the very top of the screen, there is a percentage marker that indicates this. If you have a rating of 24 percent or below, you will experience a loss of one demographic every single month. Within the range of 25% to 49%, there will be no change; between 50% and 74%, there will be an increase of one person each month; and between 75% and 100%, there will be an increase of two persons per month. When you have a population that is more than fifty percent and there is room for them, your population will continue to increase.
